Keep warm advice for winter
The PCT advises wearing plenty of thin layers, rather than one big jumper, which will act as insulation and keep people much warmer.
Anyone having to venture out, is advised to make sure they wrap up properly, with warm layers under their coat, to wear gloves, a scarf, sensible shoes and a warm, winter hat.
Dr John Middleton, director of public health, said: "Staying warm in your home is crucial to staying healthy. Most people spend a lot of their time in the living room and bedroom, so make sure they are heated sufficiently.
"Typical heated room temperatures in winter are best about 21C (70F), but people may feel more comfortable with a higher temperature.
If the temperature falls below 16C (61F), older people could be at risk of hypothermia, heart attacks or even strokes.
"Draughts can be cut out by keeping curtains fully closed at night to help keep the heat in."
During such cold weather, regular hot drinks and hot meals, the PCT advises, give plenty of energy and warmth.
A PCT spokesman said: "Don't let the winter chill keep you cold."
